This area they are talking about....is virtually deserted and no one really living there. I could see some fenced off compound on the Red Sea....some man-made lake joining to it, and a airport being built to fly people in and out of the region.
But you can’t allow folks to head south along the sea (to Jeddah or Mecca). I think they are looking at how Dubai is working and a bit jealous.

Sure, when I think of the “Riviera”, I think of no alcohol and the constant threat of terrorist attack.
They say that Neom at least will not operate under Sharia law, that they hope to build a high-tech Dubai.
Even though this is about the hottest place on earth, it can still draw companies if you can offer a secure place to operate, financial privacy with respect to EU and US governments, physical safety, a certain amount of freedom for entrepreneurs, low or no taxes, and high quality living conditions (aside from the heat...) This is essentially why companies go to Dubai. Offering this is a complete departure for the Saudis, and it is a reflection of the direction the Crown Prince wants to take the country.
