All this time coup members have been left to fester in F-I/D-J positions - so much so people on adjoining threads are furious. Strzok in HR for months. Bruce Ohr demoted twice. The answer WHY was obvious - because as long as they remained employees they got legal cover (BH interest) and could all be ordered what to do (WH interest). RR does not just have a hissy fit that the NYT wrote a screwy article ... and particularly if RR is outright BH ... IMO + TBD ;)
