Not if you’re born here (or Puerto Rico). Good citizenship, yesbut again, P.R. is a unique exception, their government and educations system operate in Spanish. When we acquired P.R. in 1898, it was too small to be considered a viable nation. Since the 50s there are loads of independent states that are smaller and less developed/educated than P.R. We should have granted them independence, but likely the Cold War got in the way.
That’s a cultural change that needs to happen asap.
