There's a problem - you can't be stalling dealings with RR and at the same time taking him out re DECLAS +/- REDACTions ...
Like always, these distinctions are ambiguous. They could be both! But it remains a curiosity and perpetual question for me.

They could force recusal for DECLAS decisions and wait to take him out until after K is confirmed.

Is RR’s “stalling” to hold up the FISA and 302s til a better time after the K confirmation?
