Walter says that Americans are just going to have to give up some sovereignty. And he says that he supported these goals going back to the 30s or 40s.
Not an uncommon view back then. Stuff like Foreign Affairs magazine from that period is chock-full of such views. They were naïve enough to think that world government could prevent another world war.
Not very different from what Democrats believe today.
