My guess is they want to fire her, and are using this as a way to get her to leave quietly in exchange for dropping the charges.
Good luck. The store is unionized. If anything they'll fire her and an arbitrator will order her rehired.

A small, regular theft of this kind can really *shave* off a significant chunk of the already thin margins in a grocery store..
