I’ve been reading the EO and it looks like it references Foreigners and blocks the transfer of “anyone” including American citizens from transferring property received (bribes?) from those foreigners. It does not seem to indicate that those receiving property (citizens) are subject to prosecution, based on my (limited) understanding.
There’s actually alot to read there, some portions address illegal aliens. I note that the EO appears to protect future elections. Within 45 days of an election, the gov will assess inappropriate access/influence on the election by foreigners. From today’s date, the gov officials have 30 days to prepare and present a plan for enacting the terms specified in the EO. The text is here:
