The House already passed it, all it needs is a Senate passage and its law (with the President’s signature). No reason they can’t bring it back up that I know of. It’s Mitch that can do it, no need to involve Ryan.
Did Mitch change his vote to no ? If not, can it still be brought up again ?
If it can and it passes this time, it would still have to go to conference with the House as there are differences that would need to be reconciled.
