I agree with most of your points ... except ... I will be extremely surprised if either Zero or Trump signed any FISA apps. I see no upside for either of them signing personally.
You are quite right to point out that POTUS has never directly attacked RR or Mueller, at least publicly.
And referring to Mueller as the “17” has GOT to mean something...right?

The thinking this past week is/was - if there was no hearing, it was authorized by POTUS - in 2016 + 1/17 by Hussein. I’m wondering what then happened in 2017. The difficulty in speculating is that it appears the FISC has been operating (for a long time) as a rubber stamp under the presumption + necessity that the F-I/D-J & IC are acting honestly & lawfully with their submissions. I was also struck this week by the appearance of RR at Kavanaugh hearing - in all other appearances, it seems RR is on board and helping MAGA. I don’t know whether WH or BH but his role is one that has been a great actor. TBD ;)
