Not at all. Ducey is quite loyal to Trump, and has rebuilt much of the AZ Republican party after McCain pushed out all leaders who were not loyal to him, McCain, when they had censured him twice.
If anything, Ducey is very forward thinking. He absolutely *must* appoint someone on the 4th, which is the day the senate judiciary hearings begin for Kavanaugh, even though the new senator will not be on the judiciary committee. So that the new senator will have that time to orient himself and get on the bandwagon prior to the November elections.
Also important, because the elections will fill the seat of the *other* senator, and Ducey definitely wants McSally(R) to get that instead of Sinema(D).
