Can the NSA and MILINT read the cyber money accounts?

I would think that they could. Podesta bros? Epstein? Nxvium operators? The shooter from Las Vegas? HRC? CIA operators?

Might be fertile ground for investigation...

Yes they can, there are some fundamental flaws in the “smart contract” element of Ethereum and other chain models that can be exploited. The whole ledger system of Ethereum was built initially for transmission of data and tracking sent, received etc. in a secure model.

I with my biz partner are using it in this way but have developed a new “coin” or token system unique in that it actually does what it was designed for

In the DS world it would in essence be secure enough as a packeted data transmission model
