I agree. I don’t have the skillz or drive to know of an Autist, otherwise I would dig and find that speech and align his words with the gestures.

I did read somewhere he broke his leg and both arms in ‘Nam and has trouble raising arms above shoulder height for long.
For now with my limited facts I’m content that picture is a symbol used by Q folks for surrender. Subject of course to new information.
