By history and current assignment an American. Kyl was a major Senate leader before he retired. Trump has Kyl walking Kavanagh around for one-on-one interviews with Senators before the vote on his confirmation.
Arpaio would be fun, but he carries a caravan of baggage -- and he's old. He's already 86, ten years older than Kyl.
