Does sending squads and/or zombies in to commit atrocities on schoolchildren exceed “tension?”

Yes - I believe mass murder of defenseless children is a defenseless act which the Taliban has been known to model, as did the Chechens in Russia. Attempts to kill POTUS, missiles, attempts to utilize NK to nuke the US, LV, lots to choose from and that’s just the part we know about.
Hmmm... seems like it was a favored tactic of the Vietcong as well.
