If so, then how can the uncanny resemblance to the podesta bros be explained?

It's impossible. No police sketch of suspects is as perfect as those are. They are practically flawless. That would mean that:

a)   the witness was able to look at the Podestas full on, not in profile,
b)  the witness was able to see them in full light, in order to see every detail (not in dim or dark),
c)  the witness was able to look at them for long enough to get every single tiny detail down,
d)  the witness was able to remember every single tiny detail perfectly,
e)  the witness was able to communicate every single one of those details perfectly to the police artist,
f)  the police artist was able to render every single one of those details perfectly.

Those sketches are so perfect, they look like photos. Not possible.
