Much else there is/was known ... but that I didn't know. And it makes no sense ... unless, as surmised, she's an embedded clown.

I don't think departmental differentiation is significant. They are all clowns. They assume roles in one department or another, moving between them without effort. FBI, CIA, all the same people, all the same attitude.
