I just don't see how they would be any more susceptible to the Art of the Deal, or motivated to sell AFTER a period of time. Big parade doesn't have to be held in Washington, DC. Trump can ask for bids from other cities.

Or consider pressure from the DC business community. November isn’t exactly a hot time for tourism in DC and surrounding area. Having a 100K guests show up for a few days might be appreciated by the participants in the local economy.

It really should be in DC, with the Capitol building in the background and the Washington Monument in the foreground. Congress can control DC if it wants to.
