separations via discharge have been almost non-existent (2012-2016. ) Death is the largest group of terminations. Yearly new hires exceed quits.
People just don’t leave and you can’t really blow ‘em out of their position with dynamite, especially if they are civil service.

My understanding is that THAT was on of the 1st things Trump overhauled. Made it much easier to fire civil service folks.
