I found a second document at whitehouse.gov containing POTUS’ remarks re the NDAA. This document lists many sections of the NDAA that Trump says contradict the separation of powers and other provisions (infringes on powers as POTUS) which he will not honor in place of authority granted the office of the president. He lists specific sections which, “Purport

Here’s an example:

“Several provisions of the bill, including sections 112, 147, 936, 1017, 1665, and 1689, purport to restrict the President’s authority to control the personnel and materiel the President believes to be necessary or advisable for the successful conduct of military missions. While I share the objectives of the Congress with respect to maintaining the strength and security of the United States, my Administration will implement these provisions consistent with the President’s authority as Commander in Chief.”

He also has responses like that one (congress requiring certification from President before president undertakes certain military actions, restricting transfer of prisoners from Guantamo Bay, etc.) in which he says the bill declares limitations/restrictions that are not consistent with the office of the president. It appears he signed the bill to get the funding but is stating he is not bound by portions of the bill that encroach on the powers of the presidency. One such pushback refers to the constitution. Interesting.

Those “singing statements” are traditional & in the realm of “what’s good for the goose ...” - I remember seeing was done with Omnibus but not yet seen here + now for this bill - thanks for finding + highlighting :)

Generically, what you describe is a “signing statement.” GWB used that quite a bit, as did Obama. I don’t know when the practice became routine.
