Anyone. It's available for purchase from the majority of businesses.
Who all uses them?
All major businesses. We pay aggregators or do it ourselves from distinct sources.

What exactly is in one’s digital profile and digital background check? I think the dreaded "personal record" we all heard about in elementary school is finally coming true ("Listen to teacher or it will go in your personal record!!!").
