A big messy scandal. Likey reflects business as usual, and is a scandal only because they were caught. I bet this sort of action has been going on for 20 years or more, use of government capability to spy, for political advantage. Use of government ability to hamstring with administrative action / prosecution, for political purposes. Mockingbird, to manage public reaction to transnational politics, e.g., open borders. Nothing really new here, other than they were caught.
