IIRC, the LIMA signal is either:
In port, designates vessel is under Quarantine.
Afloat, signals "Heave to and await further orders".

I was a SWO before I changed designators. More than once I had to remind the Chief Signalman that the Captain could read semaphore and blinking light and if our Captain could then the Captain of the UNREP ship probably could as well. He would immediately recalibrate his overly chatty signalmen.
