What was the point of filing impeachment art if Ryan was going to reject?
Known beforehand?
Optics.
Think logically. 
Could Sessions publicly challenge [RR] w/o creating a dilemma? 
What events would immediately transpire if Sessions challenged [RR]?
Would it immediately demonstrate that Sessions must be aware of key Mueller facts?
Facts (or failure of duty) that he cannot possibly ‘know’ if recused?
Facts (a case) he is suppose to be recused from?
Think logically.
One challenge to [RR] would immediately trigger attacks to remove Sessions given his clear involvement in receiving information re: a case he is fully recused from.
Who does Huber [directly] report to?
Is it normal [RR] is side-stepped re: Huber CoC?
Why is this important?
Why did Sessions recuse?
Is the LEFT attacking Sessions?
What advantage(s) exist based on this setup?
POTUS publicly expresses his anger re: his recusal?
Do you believe POTUS would allow a complete takeover of his DOJ if nothing was being done behind the scenes to hold people accountable?
When POTUS states “the swamp is being drained” do you believe it?
When POTUS states “it’s happening” do you believe it?
Do you believe POTUS would allow Sessions & [RR] to run HIS DOJ if something wasn’t being done to his liking? 
LOGICAL THINKING.

Look at this NY Times article. Is is VERY strange.

This Is the Way Paul Ryan’s Speakership Ends The Republican leader is walking away. Don’t ask him about Trump anymore.

Ryan announced in April that he would not be seeking re-election, ending a 20-year run in Congress that, for most of it, seemed to be on a straight-up trajectory. Ryan’s official reason for leaving was that his “family clock was ticking” and he no longer wanted to be a “weekend dad.” But it’s easy to suspect otherwise, and not just because that is a clichéd excuse: Ambitious 48-year-old politicians at the peak of their powers don’t suddenly just decide to quit because they’ve discovered that their teenage children are growing up fast back in Wisconsin. Ryan should, by rights, be riding out of town at the pinnacle of his starlit Washington career. Yet he remains a distinctly awkward match to a moment — and president — that seem certain to define much of his legacy.

And then there is this:

Trump used to call Ryan “Boy Scout.” “I thought it was a compliment,” said Ryan, a former altar boy and habitual people-pleaser. But after the Republican-controlled Congress passed a few bills Trump announced to Ryan that he would stop using the nickname. “So I guess he meant it as an insult all along,” the speaker said. “I didn’t realize.” Ryan shrugged.

There is a ton more in that article. We know Ryan is not leaving by his own volition.

It's obvious from the interview, however, that Ryan really, really hates Donald Trump.

I mentioned to Ryan that according to an online poll released that morning by Axios and SurveyMonkey, 79 percent of Republicans approved of Trump’s news conference in Helsinki. “Oh, really,” Ryan said, looking startled for a second. It has to be deflating, on some level, to spend years fashioning yourself as one of the Republican Party’s thought leaders, only to see your position routed by a troll with a killer Twitter following. “I thought it was a really bad press conference,” Ryan said. He said again that Trump just loves to troll “you guys.” I asked him if he derived any enjoyment from watching “you guys” being so expertly trolled. Not really, Ryan said. “I don’t think like that, and I don’t act like that,” he said. Trump “just wants to see your heads explode, and he just wants you to spend the next 12 hours talking about this.”
