The video in the story is from 2/2017 so this seems suspect.
It’s from last March. They’re making up the “elite” claims.
It appears to be from February 2017 based on the response tweet at the bottom of the page. I checked POTUS’s tweets and Whitehouse.gov and saw no mention of it in the past week.
