According to case law, no. Lincoln tried this and the US Supreme Court said no. OK, that was during and after the civil war. We are not in a civil war (perhaps a cold civil war, but we don't have States in secession, armies on the field, cities undergoing siege, etc.
Therefore there is zero reason for using military tribunals in the USA, or against US Citizens arrested abroad, who can be brought back here to face civilian trials.
To do so would pose a huge risk of illegitimacy to any proceedings undertaken that way.
