The chart is a summary of federal cases. The feds have 90-plus federal district courts. The summary looks like state totals, but it is totals by federal disctrict court, and there is at least one federal district court in every state.

Yes, but that doesn't necessarily add up to major significance. Feds file about 100,000 indictments a year. How many are sealed, if for only part of a day? Do those count?

A lot of folks have made a significant issue of usually only about 1,000 per year now 40,000 per year. Does seem like a huge difference to me.

Don’t understand your minimizing it.
