I have seen no evidence that the more than 40,000 sealed indictments have been unsealed. Do you have a link, please?
I know of no summary. each case is sealed and unsealed individually, so to learn the status, one has to look at the case that had a sealed indictment to begin with.
Filing an indictment sealed is not unusual. Most indictments that are filed, sealed, are unsealed within a week, as soon as defendant and any cohorts are arrested.
I don't think it's included in the count because it was filed before counting started, but the link to the complaint in United States v. Schulte, 1:17-cr-00548 shows that it was sealed. It's not sealed now - the public is able to look at it.
