I did a really small sampling of the raw data (which is available at the website that prepares the summary reports), and best I can tell all the papers "counted" were in fact indictments.
Raw data is a "sample" or accounting at the end of each month, in each jurisdiction. I don;t if that accounting is every indictment filed sealed, or presently sealed.

That is an amazing number of indictments. Would have to be really serious crimes.

If you can point me to a year that had a similar number, then I will change my mind that this is hugely significant.
Also, one of them was just unsealed, according to Q, to indict that CIA leaker guy.
The significance of the HUGE amount of sealed indictments cannot be dismissed, even if it's not the current but a tally of indictments filed during the time period.
