That much he personally knew for an absolute fact. He also said that they suspected the PTB had tech that could ‘read’ a sealed letter without opening it. Maybe they caused the ink to give off some sub-atomic product or whatever and a computer receiving that input could unfold the letter and read it. Don’t know about that. That part was just rumor.
