The Donald didn't actually say the words, "From sea to shining sea" but he did make a listening gesture to the crowd right before the words came up in the song.
It's very obvious that Q knew the song would play and The Donald was tipped to draw attention to those very words.

Yep, I just now got to watch the clip, he didn’t say it, but referenced it while it was playing. The marker was the timestamp in the video. Guess I didn’t exactly put that in the post.
