The announcement of these indictments was deliberately timed by Mueller a few days before President Trump’s summit meeting with Putin. Mueller knows there’s no way he can actually get these Russians into a courtroom. Consequently, there ‘s no reason why he could not have waited on the indictments until after the summit meeting. Mueller made his announcement when he did in an attempt to sabotage the summit and try to make President Trump as uncomfortable as possible going into the meeting.

Actually there is. Putin himself yesterday in the Chis Wallace interview mentioned a 1999 treaty between the US and Russia which governs the two nations assisting each other when crimes have been committed. Apparently the courts in the US can file paperwork with the Russian government through the State Department asking for the assistance they need including extradition of nationals. It appears in his zeal to run to the press, Mr. Mueller has failed to file the paperwork requesting testimony from the Russian “suspects”. It certainly couldn’t be that Mueller is ignorant of the law or perhaps doesn’t really want to talk to the Russians.
Mueller has something up his sleeve. I think he will drop it in ether Sept or Oct, just before the election. He is hoping that it will cause the Republicans to loose the senate and the house. Then impeachment of Trump. That is why he is dragging the investigation and making wild actuation’s that can not be proven. It stinks worse then a skunk!!
