The mayor could easily create a lot more jobs for the city.

Create a “Poop Force”, with “trained” personnel to follow the homeless around with plastic poop bags and pick up after them. The city will still be a stinking mess, but from their stinking politics.

Excellent idea. It's already in use in every parade with horses. Some minor adaptation and problem solved! Think of the jobs created. The government could sponsor job-training programs for this very important position. Like you see in the photo, you could have two Poop Patrol members, a cart-pusher and a picker-upper. Separate training for the two functions, of course.

It sounds like the people they had sweeping the streets when the main mode of transport was horse drawn. I don’t think they ever let the manure like up like they do in the ‘advanced ‘ 21st century.
