The Magnitsky Act, formally known as the Russia and Moldova JacksonVanik Repeal and Sergei Magnitsky Rule of Law Accountability Act of 2012, is a bipartisan bill passed by the U.S. Congress and signed by President Obama in December 2012, intending to punish Russian officials responsible for the death of Russian tax accountant Sergei Magnitsky in a Moscow prison in 2009. Since 2016 the bill is applied on a global scale by the US government.
In 2009, Russian tax accountant Sergei Magnitsky died in a Moscow prison after investigating a $230 million fraud involving Russian tax officials. Magnitsky was accused of committing the fraud himself and detained. While in prison, Magnitsky developed gall stones, pancreatitis and calculous cholecystitis and was refused medical treatment for months. After almost a year of imprisonment, he was beaten to death while in custody. Bill Browder, a prominent American businessman and friend of Magnitsky, publicized the case and lobbied American officials to pass legislation sanctioning Russian individuals involved in corruption. Browder brought the case to Senators Benjamin Cardin and John McCain who proceeded to propose legislation.

In 2009, Sergei Magnitsky, a lawyer who had accused Moscow law enforcement of stealing $230 million in tax rebates from his client was beaten to death in jail. In 2012, Magnitsky’s client, Bill Browder, secured passage of the Magnitsky Act, which imposed sanctions on the officials involved. Russian President Vladimir Putin responded by banning adoptions by Americans
Veselnitskaya’s campaign included an unsuccessful attempt in Washington to repeal the Magnitsky Act and to “keep Mr. Magnitskys name off the law”.
On June 9, 2016, Veselnitskaya met with Donald Trump Jr., Paul Manafort, and Jared Kushner in Trump Tower, which they scheduled after Emin Agalarov’s publicist, Rob Goldstone, told Donald Jr. that she was a “Russian government attorney” offering incriminating information on Hillary Clinton due to “its governments support for Mr. Trump”. Regarding the meeting, Trump Jr. initially exclaimed, “I love it” but, in July 2017, said the meeting “was a waste of time” Donald Trump Jr. said that Veselnitskaya used the meeting to criticize the Magnitsky Act.
The Homeland Security Department confirmed Friday that Russian lawyer Natalia Veselnitskaya was granted special entry to the United States on multiple occasions in 2015 and 2016 at the request of the Justice Department.
It also said Veselnitskaya eventually won a nonimmigrant work visa around the time she met President Trump’s eldest son in New York last summer.
