The alternative is that Trump is a hapless victim, unable (for political reasons) or unwilling to disband Mueller's camp, open borders camp, and so on.
"Have patience" is perhaps an alternative to "trust the plan." The Monday morning quarterbacks imagine that behind the scenes is nearly completely haphazard. I'm sure it is chaotic, but my sense is there is a bigger strategy in play.
In Trump's "Art of the Deal"....some of those deals took years...decades even to complete to fruition....so were incredibly complex...others had to wait for a change, where the obstacle either passed away from old age or got voted out of office.
