CP, I've written before how the Supreme Court has ruled that, absent a total breakdown in society with civilian courts not available, military courts (tribunals, court martial) are only for military people.

MHO, those measures are simply expressed as Last Resort items that would only come into play if that “total breakdown in society” came to pass. (Which may be the only thing that’s kept the Soros/DNC paid mobs on the sidelines.)
