The way I read it, they want all illegal aliens to fill out the census, and be counted, so that federal funds can be funneled to states to pay for illegals; and, they want to count illegals when determining how many electoral votes a state should get? Federal district and circuit courts of appeal should not be allowed to have jurisdiction over any such matters. The Supreme Court should have original jurisdiction, and then its decision should be subject to separation of powers considerations. Pass the damn law, Congress!!!
