I read some comment with regard to no security being visible when the Duchess of Cambridge was in public but not ‘on duty’ along the lines of ‘if you spot them, they are not doing their job.’ If the tall man in the middle of the shot is famous, could the man with him not be security?

As for identification, my first reaction was Prince William because of the hair and he often dresses that way. Seems slightly heavy for him. As to family similarity, could be Prince Edward, and he's been to HK several times, most recently this June. Definitely not Prince Andrew.
