I think we are seeing exactly the same strategic decision processes at work.
Congress is all sound and fury. Maybe that is a valid role for them to play ... while RR plays the “villain” and thwarts their “noble” efforts. (Hey, if it gets MAGA types elected, GREAT.)

I think you’re right. Both sides of the aisle collude to sit pat. They all got together and ran Dole, McCain, and Romney so the Dems could have their turn and ensure a cushy ride for them.
