It is non-binding, meaning it expresses the sense of the House, and will not be sent to the Senate for concurrance, nor will it be made into law.
The extent that it affects the relationship between the House Committees and the DOJ, we're going to have to wait and see.

Resolved, That the House of Representatives insists that, by not later than July 6, 2018, the Department of Justice fully comply with the requests, including subpoenas, of the Permanent Select Committee on Intelligence and the subpoena issued by the Committee on the Judiciary relating to potential violations of the Foreign Intelligence Surveillance Act by personnel of the Department of Justice and related matters.
I think it’s safe to assume, as with all previous requests, there will be no satisfactory compliance.
I guess they are doing all they can do. Without cooperation and support from Sessions, it looks like Rosenstein/Mueller and their Deep State just keeps slow-walking and running out the clock.
