An oligarch (Samuel L Jackson) declares ‘free internet, for everybody, forever’. People line up to receive their new SIM cards.

He sends a signal to the elite, who are in their bunkers. A signal goes out, and everyone starts murdering each other.

Never saw that movie. I was just going by what Q said, "Think Cell." and the Stephen King novel is what I thought of. :)
