Any immunity in the federal courts goes through the DOJ chain of command. US Attorneys cannot grant immunity on their own authority. Immunity has to be approved by the DOJ Criminal Division as well as by the Attorney General.

I suspect immunities were handed out to protect the criminals from being forced to testify against Hillary. The FBI got help in containing any damage Hillary could have suffered.
