After a quick review I believe this paragraph best describes the overall content of the report:

“We found no evidence that the conclusions by Department prosecutors were affected by bias or other improper considerations; rather, we concluded that they were based on the prosecutors’ assessment of the facts, the law, and past Department practice.”

Translation: it has become the SOP of the DOJ to be hopelessly corrupted.

Congress need to be talking about major legislative overhaul of the whole notion of the “department of justice” and “federal bureau of investigation.” They are beyond where they can police themselves - they’ve been holding leaders hostage for generations!
