My ideal situation is RR is impeached and removed over keeping this material hidden, and his successor orders the material unredacted.

That won't happen, but I'd like to see Congress get used to using its impeachment widget.

An alternative is the House can declassify on a majority vote. This is the procedural line taken by HPSCI over the Nunes memo. That was eventually declassified by a POTUS letter.

I agree, your ideal is better IF the congress would use their powers. Alas, I do not see that happening to any great affect.
