That is the way I read it. However, it could be Rosenstein calling Hussein in the WH regarding the call on the tarmac IF as we previously supposed HRC was on the call. My current opinion is the first option at this time.
Note the pairing of the brackets; the first pair opens prior to 'WH' and closes after 'BC/LL'; the two other pairs seem self-explanatory.
