Simply instinctively covering ones head and face counts as “resisting” to contemporary steroided and buzzcut officers.
Maybe start by having officers patrol in shorts, a golf shirt, and engage beachgoers in normal conversation? Tacticool gear isn’t needed everywhere.

I guess that, when viewing the videos, it escaped you that all the while the female cop was saying “stop resisting” the woman was actually physically resisting to include kicking at the officers.
