The deep state fears this? I don't think the deep state gives a rat's @$$ about urban ghettos burning down. I believe they would want that in fact, because it might save their bacon.
The deep state fears the violence will leak over into the larger communities, which it will, and expose their true nature. Which is, among other things, to replace the middle class with third world voters.
