She could inflate both cells in the jacket without using either of the the CO2 cartridges.
From the maker of the vest:
“Manual CO2 Inflator and an Oral Inflation Tube in each Buoyancy Cell.”
Website that sells the vest - note the same model number as Fuddy’s (IN-V20L8)
So maybe she inflated one of the cells using the Oral Inflation Tube.
There’s more chance of that than an inflated dummy being on the aircraft to be substituted for Fuddy who was whisked away by divers from a submarine, and a wax model was placed in her coffin...which no one at the funeral noticed.
