The airline can not request this, ADA rules do not allow special charges for service animals. Forcing her to buy a seat would be a charge for the animal, not allowed.
I have a friend who’s dog was task trained in addition to K-9 trained for protection. She’s blind and lives alone. The training required for this dog was well into the $20K+ figure, if this fool had hit her, he’d be in a hospital or dead. He was lucky this was just a task trained dog.

Something’s gonna have to change! There is hardly enough room for humans on airlines much less a dog of that size or a baby horse! I don’t care what the ADA says they have never flown coach it would seem. This nonsense is getting way out of hand.
Plus the fact this man’s wife had allergies. I too have allergies to pets but I don’t care. I have my Siberian guard dog and no one messes with a woman who has a dog that looks like a wolf. A lot of people however, their allergies just can’t tolerate animals. One disability does not trump another. The woman with allergies could sue the deaf couple, and the airlines, if she gets sick from the dog.
This is what I hate the most about people with certain disabilities, they think they are the only ones who are “special” and don’t take into regards that other people have problems too.
