When this was tweeted the other day, anon's quickly pulled together the cap's to reveal:

ARST DC WW AP

Which was translated to Arrest [Washington] DC World Wide - AP

There are actually three Ws: What, Why, and a second Why.

So, it should be ARST DC WWW AP

The thing is all the Ws should be capital so I would be more inclined to toss them out.
