VP Pence just interviewed on NBC said “it’s time to end the Mueller investigation “. A lot of “WOWS” happening on MNBC. Pence described as “the highest senior level person” to say something like this.

Either way, I figure Rosenstein is smart enough to understand the position he's put himself into. His analysis is more likely how to handle the wind-down from a DOJ/legal point of view, than from a political point of view.
It could be that Rosenstein was either told or has the impression to give Mueller whatever he asks for - unless it's obviously out of bounds. I tend to think that Rosenstein and Mueller are like-minded, but who knows. I'm no mind reader, and the signals have competing possibilities for motive.
